Is there a way to target fat reduction?

Background details: 22 year old female. 5ft 3in tall, 117lbs.

Over all I'm happy with my weight, however my thighs are literal thunder thighs, with a lot of muscle underneath the fat (I played soccer for 8 years as a kid/teen) so my legs have always been thick with muscle.

I'd like to tone up my thighs, without losing to much fat in the tummy and boob area. My boobs are small already, and I'm happy with my tummy fat being a little bit poochy. I don't want a flat stomach or abs.

My diet is comprised of fatty foods and sweets as well as soda but I don't over eat per se. I also eat quite a bit of protein (big meat eater).

I try to avoid anything with high impact on my knees because they pop/crack and occasionally pop out of place painfully, even if I'm just jogging.

I don't workout at all currently but I do farm work and work on tractors/cars etc so I am quite active on a regular basis.
